What Is the Critical Repair Program?

The City of Birmingham’s Critical Repair Program is designed to help residents stay safe, healthy, and secure in their homes. Through this program, eligible homeowners can receive essential repairs that address urgent issues—like roofing, plumbing, or electrical problems—that may pose a risk to their well-being or the structural integrity of their home.

By removing barriers to necessary home improvements, the Critical Repair Program supports long-term housing stability and strengthens Birmingham’s neighborhoods, one home at a time.

The City of Birmingham’s Community Development Department invites proposals from qualified nonprofit organizations to administer the Single-Family Owner-Occupied Critical Repair Program (CRP) for Program Year 2025. This program is funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program.

  • November 3, 2025 – RFP Release
  • November 17, 2025 – Question/answer session related to the RFP
  • December 3, 2025 – Proposal Due by 4:00 p.m. (CST)
  • December 8, 2025 – Review of Proposals
  • December 15, 2025 – Award notification

The Critical Repair Program provides vital home repairs that help homeowners live safely and with dignity. Whether it’s fixing a leaking roof or restoring essential utilities, the program focuses on repairs that directly impact your health and safety.

Repairs Covered

The program covers a range of high-priority repairs, including:

  • Roofing
  • Plumbing
  • Electrical
  • Heat/Air Insulation
  • Exterior Paint
  • Structural Repairs (excluding foundation

Repairs NOT Covered

To ensure the program focuses on the most critical safety issues, the following repairs are not covered:

  • Foundation Repairs
  • Weatherization (Windows/Doors)
  • Mold Remediation
  • Lead Abatement

Who’s Eligible to Apply

The Critical Repair Program is designed to help homeowners in need, but there are specific requirements every applicant must meet. Carefully review the eligibility criteria below to ensure your household qualifies.

Eligibility Requirements

To be considered for assistance, applicants must:

  • Provide proof of homeownership (recorded deed)
  • Provide proof of occupancy (utility bill or valid state-issued ID with address)
  • Qualify as low-to-moderate income and provide proof of income for ALL household residents (e.g.,
    Current year Social Security award letter, Last two (2) months of Paycheck stubs, Retirement or Pension
    Statement, etc.)
  • Provide the last two (2) months of bank statements for ALL household members

Disqualification Reasons

Applications will not be accepted if any of the following apply:

  • Home is outside Birmingham city limits
  • Household income is above threshold
  • Active tax lien on the home
  • No recorded deed in applicant’s name
  • No active utilities (power or water)
  • No government-issued photo ID
  • No proof of income for all household members (e.g., Current year Social Security award letter, Last two (2)
    months of Paycheck stubs, Retirement or Pension Statement, etc.)
  • No bank statements (2 months per household member)
  • Received program assistance in the last 3 years
  • Outstanding code violations (e.g., hoarding, debris, unregistered vehicles, overgrown yard)
  • Home in flood zone without flood insurance
  • Incomplete or unsigned application

Actions That Can Disqualify You from Future Applications

Please be aware that certain actions can prevent you from applying in the future:

  • Falsifying information or committing fraud
  • Applying for assistance towards a secondary or rental property
  • Failing to disclose all household income
